How does Oracle select the Consolidation locator?

We have enabled a 'Locator-based consolidation' operation plan, and Consolidation locators. Process is working such that picking tasks are directed to drop into a Consolidation locator, and all of the picks for a delivery are directed to the same locator, and then are ready for shipping. Question is - how does Oracle determine which specific Consolidation locator to choose? If there are 20 empty consolidation locators available - what is the logic for choosing one? Is the locator Capacity considered? Can putaway rules be used to determine the Consolidation locator?
