Generate benefit notifications occurring on events in FE status

We have set up notification composer and have started testing generate benefit notification feature. This new feature is excellent and much appreciated! However, we noticed for life events the notifications generate even if the event is in finalized/enrolled status. Is this expected behavior or a bug? The user would not be able to fix this issue as the event is already closed and the email would continue to send on each run of this job. Thanks!
