RFQ to Quotation approval, quotation to copydocument restriction

Dear all,
1.created RFQ from the approved requisition through the autocreate document.
2. added 2 suppliers and changed the status Active, created the QUOTE's respetively
3. approved one quotation from the quote analysis
4. from approved quote to copydocument created the PO/BPA
here we are seeing system allowing PO/BPA from same quote where already created PO/BPA.
can you share any profile options or other way to restrict.
also, I want to send the Quotation approval to selected person how I will achieve.
