Why would the REQ be re-set to open (requiring approvals again) when only the desc was changed

We are currently implementing ePro requisitions as part of our PUM55 upgrade. We are having an issue where when editing an approved requisition and only changing the description the REQ is set back to Open and needs to be re-submitted for approvals. This also happens when nothing is changed but the user just pressed save. Our STANDARD change template for Requisitions does not have reapprove checked for the description fields for REQ line. Our current classic pages follow the rules as set in the change template but the ePro does not seem to be
