Since RU19.31 GRID Base is flooded with MGTCA-1117

Hi,
Oracle EE RAC on Oracle Linux 8.

Since two month after RU19.31 was applied we observe growing the GRID-Base with 500MB per day.
After searching for the tracefile which is growing I found the mgmtca.trc in /cfgtoollogs. There is every 30 seconds an entry:
MGTCA-1117 : The user name specififed in the 'mgmtca' command is invalid

The is KB920277 which exactly describes this issue.

The cause is:
As part of the WLM deprecation, the QOS user is dropped. 
Consequently, ologgerd attempts to reset the QOS user's password, which results in this error being reported.

Assuming there are affected many installation I kindly post it here.
