Attachment Download Error - Content Server Request Failed - Unable to download 'UCMFA74509439' XXX

in Portals (MOSC) Question

Getting the following error when trying to download a url - does anyone know where the security is ? Content Server Request Failed = unable o download 'UCMFA74509439' user XXXXXX does not have sufficient privileges. Using Apex, a developer created a system that will move attachments to a GL journal, using UCM. When I click on the attachment, I get the error.
