Cant update parent budget when loading child budget in KKp

When i enter a budget journal to load budget dollars to my child budget ledger, i get the error "exceeds parent budget", which I know it exceeds but Im trying to add more budget dollars to the child and parent ledgers.

My user preferences is setup correctly
