Financial Options Tax Classification lov null for Internet Expenses

I am in process of deploying Internet Expenses into our production environment. We are on R12.2. I need to update the tax classification for the application Internet Expenses.

When I click on lov for Financial Options Tax Classification in order to update to the correct tax code the lov is empty. The old tax code that is there is not even listed.

This was not so in our test environment. Is there a step I am missing?

Any assistance would be appreciated.
