In Supplier Registration workflow, is it possible to require different 1st and 2nd level approvers ?

We are currently running PeopleSoft FSCM 9.2.55/8.61 and working on the setup and implementation of Supplier Registration. In the workflow, we would like to have the same group of users as 1st level approvers and 2nd level approvers, but require that they be two different users. For example if USER1 approves 1st level, they cannot also approve 2nd level. If USER2 approves 1st level, USER1 could approve 2nd level.

This is the way our users want it to work. Does anyone know how to accomplish this?
