Is group id parameter mandatory in "Program - Import Journals"

we have data in GL_INTERFACE with status as "NEW". Upon submitting the job "Program - Import Journals" without group id value in the parameter, Journal import ends in warning and with outfile "Journal import finds no records in GL_INTERFACE for processing". However when the group id is passed for same data, Journal import completes successfully and journals are imported. Though group id is not mandatory, why do we have pass for successful import?
