No tax calculated in PO after creation of Party tax profile at OU Level

We have E-Biz tax setup to calculate taxes on PO and this was working fine. However as part of AR Implementation, we had to create party tax profile at
OU Level. Without this, we were not able to navigate receivable activities. I suspect after this setup, tax is not calculated. Our regime to rate flow
has been added to party tax profile at Legal entity. Is creating part tax profile at OU Level would result in no tax calculation.
I haven't ticket the check box "Use subscription of legal entity" while defining party tax profile at OU Level. This party tax profile is not assigned
