How can an active payment template be searchable but not selectable?

EBS version 12.2.13

I can search for Payment Templates under the Payables responsibility, but when I try to select any of them it says "No Results Found". (We just applied the last few months' security patches in our Test environment and don't have this issue in Production, so we are trying to figure out what exactly changed.)
