Incremental Add/Delete does not always work when Maintaining Summary Accounts

Hi,

Is it really necessary to always drop and recreate summary templates when account hierarchy is updated?

Per Implementation Guide (https://docs.oracle.com/cd/E26401_01/doc.122/e48747/T450006T450009.htm#I_tx2Dsumx2Dup)

"If you make changes to your flexfield hierarchies that affect summary accounts, run the Incremental Add/Delete Summary Templates program to update your summary account balances with the flexfield hierarchy changes. This program lets you make changes to account hierarchies without having to drop and recreate the summary template."

This is true most of the time, but there's a specific type of hierarchy update wherein the records in GL_BALANCES and GL_DAILY_BALANCES gets deleted and never created again even after running "Incremental Add/Delete Summary Templates". The only way for the records to be created again is to drop and recreate the Summary Templates.
