Patch 39889965: ADF BUNDLE PATCH 14.1.2.0.260817 - packaging issue?

Hi,

When I try to apply patch 39889965: ADF BUNDLE PATCH 14.1.2.0.260817 in Oracle Middleware Infrastructure 14.1.2.0.0 I get Error 73. A conflict is reported with previous ADF BUNDLE PATCH: 39765053.

I rolled back 39765053 and attempted to apply 39889965 again. Now it reports conflict with the update released before 39765053, which was 39597138.

On a fresh installation of Oracle Middleware 14.1.2.0.0 only Error 73 gets returned without reporting any patch conflict.

What is going on here?
