Approval of Cycle Count Adjustment throws error post patch 35706199

EBS 12.2.11

Cycle count approvals have been successful before install of patch 35706199. Select Approve radio button, save. Adjustments processed. Now, in a few orgs we are getting error when the adjustment is out of tolerance. "ORA-01403: no data found in Package INV_CC_WORKFLOW_APPRV Procedure CC_Delete_Reservation". We do not have the cycle count workflow checked on org parameters and the CC approval workflow is not active. These two orgs could approve adjustments for out of tolerance adjustments without issue before patch. I have two other orgs that can successfully process out of tolerance adjustments without issue. No setup changes have been made.
