Isn't it possible to default Tax rate?

I have set up regime to rate flow for receivables in R12 to calculate sales tax at STATE Level. I have defaulted the tax status. Isn't it possible to default the tax rate i.e. "Determine tax rate" rule? I had to create condition set for this based on line basis to calculate tax. Just want to understand, Is it mandatory to set up this and can't we default the tax rate?
