IBY Operating Unit LOV on Routing Rule Does Not Display Expected Operating Units Associated to Payee

A new Payee is defined and the operating unit was assigned to the Payee in IBY Payment Setup. There is also a payment system accounts used for the merchant. When adding routing rule conditions based on operating unit, the Operating Unit Values LOV does not retrieve the expected operating unit.
