Why is withholding tax not being applied to Invoices below a specific amount for flat rate tax code.

Hi,

We are using Oracle eBS 12.2.4 and we have setup a new withholding tax code that uses a Flat Rate Structure. However, for invoices below a specific amount (let's say $500), the Withholding Tax is being calculated as zero but for invoice amounts above $500, the Withholding Tax is being calculated accurately.

I have been trying to find where this minimum amount could be setup but no luck. This was clearly done before my time here.

Any assistance would be greatly appreciated.
