Accessible reports: Problems with MS Word tabs, indents & hanging indents in MS Word RTF templates

Oracle used to recommend using borderless tables to produce well-aligned contents in BI Publisher reports generated from Microsoft Word RTF templates. However, accessibility best practice says to avoid using tables to format text. Text in paragraphs is simple for screen readers to interpret, whereas tables are structural elements used for presenting data.

I'm updating our transcript template for BI Publisher and I've run into multiple problems using these formatting features with BI Publisher. Two issues I see repeatedly:

• BI Publisher sometimes "honors" my tab stops and sometimes treats a tab a space, or puts a relatively random tab stop in the output.
