Unable to create a Purchase Order from the Enterprise Contract in Oracle Fusion.

We created an Enterprise Contract from a Purchase Requisition and then attempted to create a Purchase Order from that contract. However, the Purchase Order could not be created, and the error message does not provide sufficient details to identify the root cause.

when the Purchase Order is created from the Contract Fulfillment page for the same contract, it is generated successfully without any issue.
