WIP issue allocation is using seeded Absolute lifo rule

Hi

We tried to assign the wip strategy for only the items types needed for pick release from the rules workbench.

For the item type which was not assigned any strategy, it is using the the Absolute LIFO , the seeded rule for allocation. 

We do not have any default rule set on org parameters or inv item level. So how this rule got applied. 

Any other place where this can be defaulted. Please guide.
