EBS 12.6 How to disable "Finally Close" of PO

I've defined a form personalization to prevent end users of finally close PO.

After the error message is raised - the finally close action is proceeding and the PO is close anyway.

I've done the same to other actions like Cancel PO and Hold, they are working fine.
