Approval Rule Changed After Submission

A journal is submitted when the approval hierarchy requires Manager A. Before Manager A approves it, the hierarchy is changed and Manager B becomes the correct approver. The journal remains with Manager A. How would we handle this behavior and determine whether the workflow should be restarted?
