Missed Punch Did Not Trigger Exception

We have an employee’s timesheet approved with a missed OUT punch. The employee punched IN at 7:30AM, OUT for Lunch at 12:00PM and back IN after lunch at 12:30PM. But never punched OUT for the day. When we ran Time Admin and processed the payroll all the way to confirm, the exception of working over 12 hours in a day was never triggered because the time between 12:30 PM and 12:00AM is only 11.5 hours. Has anyone encountered this? If so, what did you do to ensure this scenario triggers an exception? Did you create another TL Rule for working over 11 hours?
