ORA-02074: cannot SET NLS in a distributed transaction

I am getting intermittent / randomly ORA-02074 error in rest end point. Scenario is I am calling custom end point deployed in apex and calling that end point through db link to create orders in EBS (installed on premises). Sometimes it works without any error and sometimes it throws ORA-02074 error. Reason for using apex is we have a plan to migrate all rest enabled end points for integrations to apex and we want to give to external users or vendors apex end point links rather than EBS end point links.
