Tax Update 26-C Release Notes - Question on Bug 39263559 Description

Hello,

We have a question on the description for Bug 39263559 (page 32 of the 9.2 26-C release notes). It lists the cobol programs that were modified, which we understand. But the second sentence in the description states, "Product modifications are also made to format these large one-time garnishment flat amounts correctly in payroll messages." We can't find any other object modifications tagged with this bug number. Oracle, can you please advise, what other modifications is this referring to?
