Can you use a reporting attribute to route a journal approval using an AME rule

We are trying to find a more streamlined journal approval process. Is it possible to write an AME rule to route journals for approval based on a reporting attribute. For example we have department codes set up as a reporting attribute and I want to route a journal for approval where if the department code is 12345 and the highest dollar value line in the journal is for that department code it is routed to a specific user for approval.
