How to update databases from 19.31 to 19.32?

Hi,

We have applied ODA 19.32 patches to our X8 HA ODA (which had been running ODA 19.31). Now I'm trying to update the databases from Oracle 19.31 to 19.32, but create-prepatchreport fails with the following error saying that the new 19.32 dbhome "contains non-rolling bug fixes "39982452" compared to the source home". Given this, how am I supposed to update our databases to 19.32? Normally I would run update-database , with the -f flag if necessary, but this is a new error I have not encountered before. I did a brief google search, hoping to find that it was a known issue with patching databases to version 19.32, but did not come across anything stating that.
