Unable to get the Order Line with Unit Price as item Cost for Internal Sales Order

We are facing the below issue in EBS R12.1.3

Once we create the Internal Request for item id 2886883 and 491014, system generate ISO with zero and 4 as unit selling price respectively. Whereas in system the cost is available for both the items (10 and 3.45221680356332). On both order lines the ‘Calculate Process Flag’ is Freeze Price.

1. how can we get exact unit cost (3.452) as unit selling price for item id 491014. What setup changes are required.

2. Why ISO shows zero unit selling price for item id 2886883. What setup changes required to get 10 as unit selling price that is unit cost.
