Activity vs physical % complete - Knowing supossed to be activty % complete before scheduling

In my organisation we report both on duration and physical percentage complete. The first we need to know when a product is expected to be finished and the second to know if the earned value rate matches the spending. In order to know the second I challenge the projectmanagers if the product development is equal to the activity % complete. However, I meet the projectmanagers before I have updated the schedule because in the same meeting I get input from them on the planning.

This could be solved by asking input beforehand, but this is currently not a vialble option for change. Therefore, I was wondering if there is a parameter in OPC that calculates the necessary activity % complete for the activity to be on track on the date date.
