EFTB & EFTF in F0116 not behaving as Expected when printing a purchase order

Hello,

We are experiencing different behavior regarding addresses when printing a purchase order after we upgraded to 9.2 Rev 25. It seems there was a bug fix 16840969 added to R43500 code. We do not have address by effective date on in the Address Book Constants. The records in F0116 for the address book record where this was noticed has 4 records. The record that was being used prior to the upgrade had a 0 value in EFTB & EFTF = 1, 2 of the other records with past dates also have EFTF = 1, while the
