Call Oracle Stored procedure from Siebel

in Siebel Developers: UX, Web Tools, Scripting, Integration (MOSC) Question

we are using Siebel CRM IP2026 and would like to integrate an internal REST API into an existing eScript Business Service.

Our requirement is to invoke the REST API only for certain users during employee creation. The API will call a DBA-controlled PL/SQL procedure to create the corresponding Oracle database account and return the provisioning status.

How can we import an OpenAPI/Swagger JSON definition and generate an outbound REST proxy Business Service in Siebel Tools/Web Tools?

How should we configure the endpoint, authentication, and TLS settings?
