Hi

We are experiencing a similar issue in Oracle EBS 12.2.12 and would appreciate Oracle's guidance regarding both the technical cause and the lowest-risk resolution approach for a production environment.

Environment

• Oracle EBS 12.2.12
• Oracle Database 19c

Observed Behavior

1. A new Function is added to an existing Menu.
2. The Compile Security request is automatically submitted and completes successfully (Completed Normal).
3. Users log out and back in.
4. The new menu entry may become visible, but opening the function returns:"The Function Is Not Available Under The Responsibility"
5. Without any further configuration changes, the function eventually becomes available after some period of time (ranging from tens of minutes to several hours).
