XStream Out 12.2.0.1: outbound server memory grows per transaction, never released

Product / version: Oracle Database 12.2.0.1.0 EE, base release (no RU), Linux x86-64, single instance, CDB + 1 PDB. XStream Out, one outbound server (CREATE_OUTBOUND, local capture, combined capture and apply, committed_data_only = YES), 3 tables without LOB columns, wide rows (~700 columns). Client: Java XStream client with Oracle Instant Client 12.2.0.1. streams_pool_size = 1 GB.

Workload: single-row autocommit inserts, ~900 transactions/second total. The source must stay on 12c and we need XStream (LogMiner-based capture does not meet our latency target; XStream gives ~40 ms).

Symptom

  1. First ~11 minutes are healthy: 900 txn/s delivered, client lag 0.2 to 0.3 s, DB CPU < 20%.
  2. V$XSTREAM_APPLY_READER.SGA_USED
