The Function Is Not Available Under The Responsibility

Hi

We are experiencing a similar issue in Oracle EBS 12.2.12 and would like to understand the expected behavior and possible workarounds.

Environment:

• Oracle EBS 12.2.12
• RDBMS 19c

Scenario:

1. A new Function is added to an existing Menu.
2. The "Compile Security" request is submitted automatically and completes successfully (Completed Normal).
3. The responsibility user logs out and logs in again.
4. The new menu entry may become visible, but opening the function returns:"The Function Is Not Available Under The Responsibility"
5. After some time (sometimes 30 minutes, sometimes longer), the function becomes accessible without any additional configuration changes.

Questions:

1. Is this behavior expected in EBS 12.2.x?
