autoupgrade gets stuck after successful patch, clear_recovery_data does not work

symptom [oracle@ip-10-2-15-84 u02]$ ./check_au_version.sh

rhel8 x86 64

ran a patch to patch 19.3 to 19.32 , all well no issues, database started afterwards , all logs reported all ok , datapatch good

however after that no autoupgrade would work said previous deploy was active even something as silly as download latest autoupgrade

autoupgrade clear_Recovery_data reported all ok

"The recovery data was removed, now you can start from scratch the AutoUpgrade"
