api receivablesCreditMemos not list credit memo created for api

in Receivables - EBS (MOSC) Question

I created a credit memo using the SOAP service /fscmService/CreditMemoService?WSDL, but I am unable to retrieve it via the REST API endpoint /fscmRestApi/resources/11.13.18.05/receivablesCreditMemos?q=TransactionNumber='273478'. While other credit memos appear in the results, this specific one does not. Furthermore, attempting to update its distribution via the REST endpoint /fscmRestApi/resources/11.13.18.05/receivablesCreditMemos/1079421/child/receivablesCreditMemoDistributions results in a 404 error.
