Bank Of America changed their cipher

Bank of america changed their cipher without notifying us. Oracle said we need to apply patch 38500628:R12.XDO.C -  Fix for Bug 38500628 provides the latest ciphers for SFTP.

We are on ATG 11, this patch prereq is ATG 13. That is a big jump for something so urgent.

Has anyone else faced this? Is there a better patch that is simpler? Oracle support manager said to apply 38510732. They said it has the same fix but is for ATG 12 and lower. This patch is already applied. so this does not have the fix.
