Blocking or restricting location on requisition when is not GLOBAL.LN_DIST_CC_ID

Good day

We have the deliver to location which drives the charge account together with the item, a GLOBAL.LN_DIST_CC_ID exist for the location and we also have the HR location and both locations get stored in the same table HR_LOCATIONS_ALL which mean on the requisition the user can select the HR location instead of the GLOBAL.LN_DIST_CC_ID location, and when they select the HR location they can manually enter the charge account and create the requisition, we would like to block/stop them from using the HR location,

if anyone has worked on a similar personalization, i would like some aid, we tried using the property> block personalization to block them from entering the charge account manually when not using GLOBAL.LN_DIST_CC_ID but it is not responding favorably.
