Same printer assigned for two business flows causing blank prints without and wms rules in label his

In Oracle r12 we have same printer assigned for two business flows receipt and pregenerated putaway suggestion. But as per WMS rules label assigned to Receipt flow should only trigger for OSP items. So we do a receipt for for non osp items the receipt label flow is triggered without any rules in wms label history and a blank label is printed in printer. How can avoid this
