Contract Service Billing vs Service Billing

Currently, we are using Conract Service Billing; however, with new client which has over 500 locations, creating 500 contracts is a huge lift. Is there a more efficient way to accomplish this? What about Service Billing? We attempted the Service Billing once in PY, but we either have something not configured correctly or something is perhaps customized.
