Patch 40119168:R12.SCM_PF.C application is failing on OEXERMSG.pll

in Install, Upgrade, Clone, Patch - EBS (MOSC)

Applying the patch as part October CPU patches and seeing the following in worker log

Generating library "resource/OEXERMSG.plx" with command:

/fa4db/app122/fs1/EBSapps/10.1.2/bin/frmcmp_batch module=/fa4db/app122/fs1/EBSapps/appl/au/12.0.0/resource/OEXERMSG.pll output_file=/fa4db/app122/fs1/EBSapps/appl/au/12.0.0/resource/OEXERMSG.plx module_type=library batch=yes compile_all=special

ERROR generating library "resource/OEXERMSG.plx" from input file
/fa4db/app122/fs1/EBSapps/appl/au/12.0.0/resource/OEXERMSG.pll

Results of library generation:
(from file /fa4db/app122/fs1/EBSapps/appl/au/12.0.0/resource/OEXERMSG.err
AD Worker has deleted the original .err file)
