Issue with importing BOM through Engineering Change order

We have a requirement to import Bill of Materials from WebADI. where we are inserting data into below 3 engineering table.

bom_inventory_comps_interface
eng_revised_items_interface
eng_eng_changes_interface

While running the ECO import program we are getting below error-

Entity: RC.  Entity index: 1.  Table Name: BOM_INVENTORY_COMPS_INTERFACE.
The parent item ECO_TEST1 you are referencing in component 60408AJ_1 does not exist on ECO BOM25.

This record received an error status since a severe error occured in the comopnent 60408AJ_1 while performing user unique conversions.

Entity: BO.  Entity index: 1.  
An error occured while processing business object BOM25 in organization SCO. Please check the data in this business object and re-run the import process.
