How will Oracle handle 2027 IRS required State PFML FICA payments and reporting

in Payroll and OTL - EBS (MOSC) Question

Starting in 2027, employers in states with PFML programs that fund medical leave benefits with employer contributions will face new federal withholding, employment tax, and reporting rules under Rev. Rul. 2025‑4, with transition relief ending after 2026.

I'm assuming like other federal payments, the taxes are due immediately. So in January we may need to start paying Social Security and Medicare on wages we didn't pay. Wages the state paid as PFML payments.
