Are you querying an already defined regime or creating regime for the first time? If querying, can you check below-

1. Accounting Flexfield is frozen or not.

2. CCID 260840 is enabled and not end dated. Also check if this is assigned under account flex field ID 53648.

3. Check if any security rule is assigned to the responsibility you are using.

4. Check if any cross validation rule is set for the CCID.

5. Check out the Profile options 'GL: Ledger Name' and 'GL Data Access Set' are correctly assigned to this responsibility.
