Setup DB link to SQL server with Oracle 19c

Hi,

Sorry in advance if this is the wrong category…

I need to create a db link on my oracle 19c pdb to ms sql server. I found this document:

Installing Oracle Database Gateway for SQL Server, but the steps are not working for my environment.

Does anyone have a link to download the oracle database gateway for 19c? When I launch OUI (from the db home) like instructed in that doc there it asks for a products.xml file after the welcome page, it does not let me enter the oracle home. This same document also mentions this link which appears to be an empty page:
