Modifying the Shopping Cart : SB Premium Elbrus (on SiteBuilder)

I have a request to do the following. If you know how or have done this before, please advise, as I see this as not possible without a lot of modification. My comments are in italics red below each point.

1.      Address Book – When customers add a new Ship To Address, this changes the default in NS.  We think over 50% of the web orders are drop ship orders so the majority of the time, the default is auto switched in error.  There’s no level of manual management that will ever untangle this.
I am not sure how to stop the ship to address from overwriting the default in NS.
