Authorization Decline Warning Message

If this warning pops up.. Why does in not go away once a new payment is applied?

Even with an approved payment entered in, this warning never goes away and it slows down movement on our shipping side. Can you provide any thoughts / help?

It's states you can "override" the payment hold, but suite answers is vague on how this can be accomplished.
