Chart of Accounts- Foreign Currency Balance vs USD Balance

Hello, I need help understanding why the USD balance does not match the foreign currency balance for a CAD account.

Our subsidiary is in USD, but we have multiple accounts in foreign currencies. Today's Canadian Dollar exchange rate is 0.800128. The foreign balance is 22,629.17, but the USD balance shows as $28,243.21. To me, the balance column should be around $18,000, taking in account the exchange rate.

For additional information, we have the general rate type set to current and cash flow rate type on average.
