Promotions to apply unless an item is added to the sales order

I have a requirement to add item A for free if the sales order includes item B BUT should not add item A if the sales order contains item X. I know how to configure the promotion for the first half of this requirement. What I don't know, is can the exception logic be added to the promotion based on whether or not item X is in the sales order?
